A superb example of high Victorian architecture in the Romanesque-Byzantine style, it has been partly vacant since the city council moved some offices into Town Hall House two years ago. But retailers continue to operate on the ground floor levels and the council's library takes up further space. Whether the interested groups will proceed with their plans is uncertain.
