In May, the State Government passed legislation abolishing compulsory student unionism. It prohibited the levying of a mandatory student fee for all but a small range of services, although the legislation was later amended to widen the list of permitted activities. A spokesman for the National Union of Students, Mr Tim Lyons, said the legislation had removed student power over distribution of the fee, but had not led to any fee reduction. Even university administrations were cooperating with stu dent organisations to retain mandatory fees in an attempt to maintain existing service levels, he said.

A spokesman for the Minister for Tertiary Education, Mr Storey, rejected the criticism, saying the legislation had achieved the aim of outlawing mandatory student union fees. He predicted student services fees would fall, despite strong indications from universities to the contrary. "The minister's expectation is that fees will be significantly less than when It was a compulsory fee embracing compulsory membership of a student union." vice allowed under the legislation. Detective Sergeant Alan Pax-ton of the special response squad told the court Ms Perrett had stabbed Ms Lovelle 18 times to the upper body and, after she fell, "a number of times" in the back. Detective Paxton said Ms Perrett then changed into her work clothes and returned to work at the Wantima Mall branch of the National Australia Bank. He said that in early August, Ms Perrett had changed the mailing address for Ms Lovelle's cheques from her address to the bank's.
