FRUIT INDUSTRY. NEW ADVISORY BOARD. EXCESS PRODUCTION. The serious position likely to arise in the fruit Industry as the result of the production of fruit in the State, owing to large new areas planted. exceeding the demand, was the main question discussed at the frat meeting of the State Fruit Advisory Board, held yesterday.

The Under- Secretary for Agriculture (Mr. G. Valder) represented the Minister, who vas unable to be present. He outlined the functions of the board, and pointed out that the board was not a Government body, but board of the industry appointed to advise the department. The formation of the board had taken place as the result of several conferences.

The Federal Minister for Customs had had it forcibly brought before him that a large number of soldiers had planted areas of land which would soon be producing fruit on such 8 scale that it would be impossible to utilise it all locally. A national organisation of the industry WAS necessary. As the result of conferences rangements had been made for the formation of the Australian Fruit Board, the functions of which should include advising the Federal Government In regard to the administration of Acts and regulations pertaining to the export of and interstate trade in all fruits, including grading. standards of quality, and conditions generally. The State boards had been appointed to advise individual State Governments on all matters affecting production, manufacture, and instruction, In connection with the fruit industry.

Part of the work of the Board would be the conduct of an educational campaign, more particularly with regard to increasing the consumption of fruit, and to seek oversea markets for fresh, canned, and dried fruits. Mr. J. Heane, president of the Association, said a serious position would arise if something were not done. Growers were not cognisant of the necessity of organisation for pooling and export of fruit, and if they did not export it the position of the industry would be grave.

Mr. Rogers (representing the local tributors) said it was quite evident that the production had already overtaken the consumption, and they would have to look for markets elsewhere. He suggested that the Government might be called upon to assist in the way of subsidising dried fruit and canning factories. Mr. Valer: The Government is prepared to help, but it must have concrete suggestions placed before it.

In order to place the finances of the board on A definite footing, It was decided to place before the Minister the following resolution: "That in the opinion of this board the most desirable means of assisting the finances would be the imposition of an orchard registration fee." In this connection it was mentioned that there would be about 60,000 acres in the State sublect to the tax and with a minimum rate of and a maximum of per acre, this should return about £1500 per annum. Consideration of the question of exemption for non-bearing trees was held over. It was later decided that the board recommend that the amount of tax to be imposed on orchards should be per acre. EDUCATIONAL CAMPAIGN. Mr.

J. Heane was elected chairman and Mr. E. E. Herrod (secretary of the Fruitgrowers' Association) as secretary of the board.

Dealing with the question of an educational campaign in connection with the Industry, Mr. Case (Batlow) advocated following the example of Tasmania and Victoria in the direction of establishing packing schools with a view to standardisation of grading. The Commonwealth Government would certainly impose skilled packing as a condition of export. He the Government be requested to institute packing schools on the lines laid down in Victoria and Tasmania." The chairman: Go down to the market and you will see that many of the growers know nothing about packing, and do not care about it. We must have a set standard for the whole State with regard to packing.

At present every grower has his own standard, and uses the same brand for two or three classes of fruit. Mr. Polkinghorne (Leeton): The way the fruit is sent down to the markets is a scandal to the industry. Thirty per cent. of the fruit going into the market at the present time should never leave the orchards.

Mr. S. A. Hogg (assistant fruit expert) considered the motion an excellent idea. The present departmental officers, however.

would be unable to handle it. A special staff of packers would be required. The motion was carried. Mr. Such (GriMth) stressed the importance of education along the lines of teaching the consumer to use more fruit.

He suggested that advertising on the railways might be utilised for this purpose. Mr. Valder said the Government were lous to help the educational campaign, but they considered the growers should help themselves through the agency of the board. The chairman: We could use locally all the fruit we produce if the publio were properly educated to consume fruit. It was decided that the board strongly recommend to the Government the necessity for taking advantage of all avenues for giving publicity to the necessity for consuming fruit.

On the motion of Mr. Nicholson, it was this board favours the passing of logialation regarding the standardisation of fruit, and regards it as a matter of It was resolved on the motion of Mr. Polprepare general educational campaign to be kinghorne 10 that the secretary be instructed to submitted to the next board mecting. RAILWAY FREIGHTS. The question of railway freights for fruit was introduced by Mr.

Case, who suggested that the Railway Commissioners be asked to inaugurate a flat rate for single cases of fruit between station and station within the State. Mr. Polkinghorne said ho understood that the Commissioners had come decision to rea duce the freight on fruit. A sub-committee was appointed to go Intr the question of railway freights. The following were appointed to represent the board on the Australian Fruit N.

H. Case (fresh fruit), Mr. H. G. Such (dried fruit), Mr.

E. H. Polkinghorne (canned fruit), Mr. A. Nicholson (citrus fruit).

The chairman, the secretary, Mr. Nicholson, and the representatives of the manufacturers, exporters, and distributors (Mesars. T. B. Nossiter, J.

A. Cooper, and F. H. P. Rogers respectively) were appointed an executive to the board to act between meetings.

It was decided to ask the Minister for advance of £250 for the expenses of the advisory board, such amount to be recouped when the funds are available. CANNED FRUIT POOL. Mr. Polkinghorne outlined the negotiations which had taken place with regard to the proposed Federal canned fruit pool, details of which have been published. The whole matter.

he said, now hinged on what New South Wales would do. He stressed the fact that if there Were no pool this year 10,000 tons of fruit extra would go Into competition with the fresh fruit or be allowed to waste, Men In the canning industry would be thrown out of work and would add seriously to the unemployment problem. It was decided to give the four delegates t3 the Australian Fruit Council authority to port such action in the matter as they thought ft. DEAR SUGAR. Mr.

T. B. Noseiter (representing the mani facturers) pointed out the dimability under which the jam industry was labouring owing to the high price of sugar. He estimated decrease of 30 per cent. since 1913-14 In the consumption of jam owing to this factor, and he argued that the reduction of made recently would not affect the position.

It was decided on his this board views with disappointment the decrease in the price of sugar, as It affects the fruit Industry, not only from the manufacturers' point of view, but also from the householders' viewpoint." MEAT COUNCIL. N.8.W. REPRESENTATIVES. Stockowners In this State are pushing on with their part of the organisation planned at the recent Melbourne conference of meat interests to uplift the industry. Yesterday Messre.

J. B. Cramsie, Arthur Manning, and W. W. Killen were elected to represent New South Wales on the Australian Meat Counell.

The stockowners' six representatives on the State Board have already been elected. The frat meeting of the Australian counell will be held in Melbourne on November 8. The Minister for Customs will be chairman, and a -chairman will be elected by the council. All the States will be represented on the council. The meat companies are joining both the board and counell; but the stockowners will preponderate, As It is essentially a stockowners' organisstion.

It is anticipated that the Australian Counell will arrange for the sending of special representatives to the East. to London, And the Argentine, to inquire into and report on conditions. It is also probable that the council will arrange for propaganda on a largo scale abroad, for pushing on the sales of tralian meat. CLOSER SETTLEMENT. WAMBOYNE'S CLAIMS.

RAIL FROM WYALONG, (BY OUR SPECIAL REPRESENTATIVE.) Rail connection between Wyalong and the admittedly highly fertile lands towards Monia Gap is not the only objective of the railway leagues in that enterprising town. From the west to the Lachlan they have turned with equal enthusiasm to the northward, and have championed the claims of Wamboyne for through service to Condobolin. The total length of such a line would be about 70 miles, and it is claimed that a level route can be selected with no grade exceeding 1 in 110. Even if it is found undesirable for financial and other reasons to link up the two towns at the outset, it is considered that there is a strong moral obligation, in view of past promises, to complete the first section to Wamboyne about 83 miles along the route. This was the case presented on Monday to Sir George Fuller and the Parliamentary party as they were convoyed under the leadership of Messrs.

George and Leslie Wilson through mile after mile of what Mr. Wearne quently classed as rich undeveloped lands, which had greatly impressed him. The tors were drat shown the results of the subdivision of the Blow Clear and Clear Ridge portions of the Lake Cowal Station. This is within easy carting distance of Wyalong, and about 40,000 acres have been cut up into areas averaging 716 acres. The men who took them up originally are, it was stated, still there, and this has helped to steady the decrease in rural population which has taken place elsewhere.

The transformation of grasing areas into wheat lands of tenfold productive capacity that has taken place in this locality can be repeated all along the line of the proposed railway. According to Agures compiled by the local railway league, within 12 miles each side of the suggested line there are 666,000 acres, a large proportion of which is suitable for cultivation. Excluding the settlers referred to, the number of land owners in this territory is 95, and thus the average holding is over 7000 acres in extent. The Crown lands comprised in this sphere of Influence total 100,000 acres, of which about 90,000 are affected by the Wamboyne portion. LAND FOR FARMERS' SONS.

There was no mistaking the heartiness and sincerity of the large gathering which welcomed the Premier's party at the public hall at Wamboyne. Holdings from miles around contributed their quota, and Condobolin, vitally interested in this ere line, was well represented, Mr. Samuel Wilson, who arrived in the locality 37 years ago, and grew the pioneer wheat crop in 1887, presided over the gathering. Mr. George Wilson (president of the Bland Shire) pointed out that the problem of placing farmers' sons best possible settlers--on the land could be solved, without sending them into unknown districts, by the construction of railway.

Holdings which now had to from 3000 to 5000 acres to provide maintenance for a father and his family could, as proved from the experience gained on the subthe division already visited by the party, supply needs of that farmer's sons when new homes had to be found for them. The beautiful undulating country which they had seen was, excellent wheat land, and should be used for that purpose. He referred to Lake Cowal as capable of that holding the all the navies of the world, and hoped Wyangala conservation scheme on the Lachlan was receiving the attention of the Ministry, as the lake was eminently suitable as a storage. Mr. Fitzgerald, one of the pioneer residents, said that at present they had to farm when their stock had been reduced by drought.

Under existing conditions they bad to cart wheat to Girral, 27 miles away, and they only grew it when forced to do so. The advice he had received many years ago not to BOW crop on land which bad less than 10 trees to the acre had proved to be correct, and the visitors could see for themselves that much of the country had twice that number of trees. The land for at least 15 miles further on was all of the same class as had been viewed on the way out from Wyalong. The Premier, who was enthusiastically recelved, said that he had been deeply 1m- pressed with the tremendous and boundless hospitality wherever the party had been. The had come, he considered, when the cry of time city versus country should cease, as each was essential to the other.

Much of the expenditure in the city, such as on the silos and wharves, was for the beneft of the primary of the Visits such as the present one were producer. greatest beneft to members of ment, especially those representing city constituencies, and some of them had told bim that they had learnt more about wheat during the last two days than ever before. "I hope the day will soon come," concluded Sir George, amid cheers, "when every farmer In this district will not be forced to cart bis wheat more than 10 or 15 Mr. Ball said that he proposed to Introduce bill this week for the constitution of public works committee, and the line asked for would be submitted to that committee for Inquiry and report. He armed that the construction of the North Shore Bridge was not likely to interfere with country development in any degree.

RAILWAYS IN ADVANCE OF SETTLEMENT. "I want the railways to be built ahead of settlement." declared Mr. Wearne. "It la no good for the Government to ask me to subdivide the estates without providing the new arrivals with reasonable access to market for their produce. It was not good policy to send out so many returned soldiers so far from railway and from water supplies.

Some of the boys have told me that they only have enough water to last till next Saturday." The two local members, Messrs. Flannery and Buttenshaw, also spoke. The latter explained that he came to the district early in 1897. Local farmers, he said, had grown oats Tit high, and bad harvested 10 to 12 bags of wheat to the acre. The district would become nighly productive with the advent of a Fallway, The chairman mentioned that the annual rainfall of the district was 17 Inches, of which about 10 inches fell in the wheat-growing SeasOn.

This was quite sumcient it the land was worked properly. The top-solf was about 10 inches deep, and there was very retentive subsoil 6ft deep, which enabled the crops to withstand a dry time. The average wheat yield was 15 bushels, and he had a crop now which would go 12 to 15 bushels, and WAS grown on land which had been fallowed. The rainfall during the present season was the sixth worst during the last 37 years, as indicated by his records. "I consider that the orange treca on Mr.

Sinclair's property at Lake Cowal East is unique. He has taken 2200 oranges off it in one year. Beat that if you can." Despite minor delays the party was able to accept the invitation of the Wyalong pality at afternoon tea, under the presidency of Dr. Shaw, the Mayor, and reached the station to board the special train soon after 5. An outstanding feature of the trip, which Involved motor-riding for over 300 miles in the three days, was the extreme care with which all the arrangements had been made, and the team work of all concerned.

Most of the cars in use were provided by local owners, and at every stopping place the residents endeavoured to ensure that the visit should not be easily forgotten. The universal wish pressed was that when next Sir George Fuller came to the district it should be by train. CITY CLEANSING. Mr. A.

White, president of the Master Retail Saddlers' Association, in A letter to the Editor, objects to proposal of the City Council to replace the borse-drawn vehicles used in the cleansing and maintenance departments by, motor tractors and sweeping machines. says there 18 no Assurance that the 'cost will be 1058, nor is there any certainty that the new scheme will he better supervised than the prement system. Except for heavy haulage and long runs horsedrawn vehicles are more economical than motors. adds that many users of motor power' in America are reverting to the hores for the sake of economy. SHADOW BANDS.

TO THE EDITOR OF THE HERALD. statement in issue of Thursday re shadow bande being "only visible during toillity of makes me wonder what the shadows that were visible in Mores were. It is quito unnecessary for me to state that that eclipse wha not total at this town.
